How We Get There
This is the transition from our current era, of Managing Decay, to Engineering Flourishing. Moving an existing city into the Pueblo model is less of a renovation and more of a systemic reboot.
The First 100 Days
How a legacy city transforms into a Planetary Pueblo.
Phase 1: Days 1–20 | The Asset "Exhumation"
Before the Pueblo can invest, it must know what it owns.
The Commons Audit: Technocrats and citizen volunteers map every square inch of public land, every drop of municipal water, and the exact capacity of the energy grid.
Asset Collateralization: These assets are moved from the city budget to the LGFV (Local Government Financing Vehicle). The city no longer "spends" on these; it "leverages" them to create the City Bank’s initial capital pool.
Phase 2: Days 21–50 | Dissolving the Silos (The Mesh Pilot)
We stop "managing" and start "missioning."
Department Sunsetting: One major department (usually Sanitation or Parks) is dissolved. The staff are reorganized into Mission Nodes.
The Digital Registry: Every citizen is onboarded to the AI-infused digital platform. They receive their first "Stewardship Wallet," pre-loaded with a "Transition Credit" to kickstart the circular economy.
Phase 3: Days 51–80 | The Lottery of the Sovereign
Power is physically moved.
The First Sortition: The first group of residents is chosen by lottery. They are paired with the Lead Architects, the high-skilled technocrats.
Nexus Activation: The Sovereign Nexus Hall is opened. The first sessions aren't about taxes. They are about setting the "Local Protocol" for water and energy autonomy.
Phase 4: Days 81–100 | The Handshake
The city stops being an island.
Global Sync: The Pueblo establishes its first "Inter-Pueblo Handshake" with three other cities. They synchronize their "Financial Ledgers" and "Data Mirrors."
The Swiss Hardening: The first subterranean "Redoubt" is designated and stocked, ensuring the city can survive its first "Island Mode" event.
