The Charter of Technical Ethics
This is the "Hippocratic Oath" for the Technocracy. It ensures that those with high-capacity technical skills remain the servants of the Mesh, not the masters of the People.
I. The Prime Directive of Subordination: No algorithm, engineering plan, or LGFV investment may be enacted without the explicit authorization of the Lottery-Selected Council. Technocrats propose; the People dispose. II. Algorithmic Transparency (The Glass Box): Every line of code used in the Pueblo's AI-democracy platform must be human-readable and open-source. There shall be no "black box" governance. III. The Biocentric Guardrail: A Technocrat’s primary duty is to the Biocentric Mandate. If a technical solution solves a human problem but degrades a local ecosystem, the Technocrat is ethically bound to veto their own design. IV. Anti-Silo Vigilance: Technocrats are forbidden from forming permanent departments. They must rotate between Mission Nodes to prevent the calcification of power and the return of 20th-century bureaucracy. V. The Analog Fail-Safe: Every digital system designed by a Technocrat must have a manual, mechanical override accessible to a non-expert citizen.
