 In the old world, a pandemic is a disaster that has researchers racing against a spreading virus. In the Planetary Pueblo, it’s a race of data vs. biology.

1. The Sentinel Layer (Biocentric Sensors)

Because the Constitution mandates the "representation of all life," every Pueblo has a "Sentinel Node." This node uses advanced eDNA (environmental DNA) sensors in the trash hubs and water systems.

  • Detection: If a neighborhood node in Botswana detects a novel viral signature in the waste stream, the AI doesn't wait for a central health ministry. It flags the "Handshake Protocol" immediately.

2. The "Swiss" Quarantine (Island Mode)

The moment a high-threat pathogen is confirmed, the affected neighborhood nodes (and then the whole Pueblo) trigger Island Mode.

  • The "Redoubts" seal.
  • The Mesh switches to internal resource circulation.
  • Because the city is an LGFV Investment Firm, it doesn't need to "find" money for masks or vaccines; the City Bank instantly reallocates the "Global Investment Fund" to local production of mRNA therapeutics in the Pueblo's own high-tech labs.

3. The Inter-Pueblo "Flash-Gov"

Within hours, the Inter-Pueblo Handshake allows thousands of cities to vote on a global "Cease Movement" protocol. They don't wait for national borders to close; they stop the high-speed transit links between Pueblos.
